Dr. Chen is a leading expert in the field of medical and healthcare exchanges between China and the US. Dr. Chen has over 30 years of experience in the healthcare, education, research, regulation and management straddling China and the US, and also has extensive personal relationship with leaders in the medical, pharmaceutical, and government organization in China. Dr. Chen is highly skilled in guiding foreign companies doing business with or in China, especially in the complex landscape of China’s healthcare system but also other sectors, leading to concrete results. Dr. Chen is a Chair, Advisory Group For China, Foundation For Informed Medical Decision Making, USA, The Executive Director for Health Policy in China, the Dartmouth Center for Health Care Delivery Science, USA; a Senior Advisor, for Li Ka Shing Foundation, Chinese Health Ministry Appointed Healthcare Senior Expert and the Members of International Advisory Board of Institute for Hospital Management, Tsinghua University in China.

From 2004 to 2010, Dr. Chen served as a Senior Counsel of Joint Commission International on Accreditation of Healthcare Organization, USA; From 1993 to 2004, Dr. Chen established the Liaison Office of the Chinese Medical Association, under Ministry of Health in the US and served as its Chief Representative. He also served then as Executive Director of Chinese Academic Exchange Programs for the Memorial Health System, Springfield Illinois. From 1981 to 1993 he was Program Officer and then Deputy Director of the Department of International Exchange at Sun Yat Sen University of Medical Sciences in the PRC.

Dr. Chen has organised numerous exchange programs in medical education and research fields with leading institutions in Japan, USA, and England, including Harvard Medical School, Massachusetts Institute of Technology, and China’s Ministry of Health. Dr. Chen also organized and conducted numerous medical conferences and seminars both nationally and internationally, including in 2001 the Conference on Health Care, East and West, Moving into the 21st Century, which was co-sponsored by Harvard Medical School, Massachusetts Institute of Technology and the Chinese Medical Association.

Dr. Chen is well published in the areas of hospital administration practice, pharmacy management, integrative medicine, and medical exchanges between the PRC and the USA. Dr. Chen is especially well published in regards to the healthcare system in the PRC, healthcare reform in China, medical education and research in China, clinical trials in the PRC, and the importation of drugs and health products into the PRC.

Dr. Chen studied International Relations for Administrators at the University of Washington, holds a degree in Administrative Management from Shenzhen University in the PRC, a Doctor of Science in Health Administration and a Master of Business Administration and Associate Professor at Southern Illinois University, School of Medicine, USA.
